ERS Validity

The ERS was developed based on international research and instrument review, interviews with subject matter experts and agency staff, and focus groups with ministry staff who had field experience. The ERS was field tested with a total of 758 clients in British Columbia, Canada, who were on employment insurance or income assistance. Of those clients, 6.5% were Aboriginal persons, 11.3% were persons with disabilities, 27.6% were visible minorities, and 47.5% were women. Data analyses confirmed the internal and test-retest reliability of the factors, as well as the construct, concurrent, and predictive validity of the scale and its ability to predict 80% of the time, in a market with 9.4% unemployment, whether or not a client would be successfully employed within 12 weeks of starting independent job search.
